You do not need a safety in ontario to give a car to your mom or vice versa.
You also need to fill in the tax form at the motor vehicle licensing office so she does not pay taxes on the car.

Hi does anyone know how to transfer a New York plated car in Ontario? I am thinking of buying my brother's car when he comes over to visit (he is from New York)
Best thing for you to do is contact your local Department of motor vehicle office or whatever is called in Canada. They can give you the proper information to complete the transfer of title from New York to Canada.

He would have to pay off the outstanding balance of the outstanding loan before he could transfer the ownership to you.

I would like to give my car (which is currently registered in my fathers name) to my father-in-law. Is he required to pay HST on the value of the car, or can I just give it to him using the Application for Transfer on the back of the ownership?
yep, he pays the taxes. What you do: your father writes a letter stating that the car was 'sold' for one dollar as a gift to your father-in-law who is part of the family. If the letter does not state that he is bequesting a gift then the tax is charged
